BOARD OF SUPERVISORS MINUTES

The Conewago Township Board of Supervisors held their regular monthly meeting, Wednesday, February 13, 2002. Those present were:

The meeting was called to order by Chairman, John Graybill at 7:30 P.M.

MINUTES - JANUARY 7, 2002 - A motion by Rochat second by Brandt to approve the January 7, 2002 minutes as submitted. Motion carried.

MINUTES - JANUARY 24, 2002 - A motion by Graybill second by Rochat to approve the minutes of January 24, 2002 as submitted. Motion carried.

TREASURER'S REPORT - JANUARY 31. 2002 - A motion by Rochat second by Brandt to approve the Treasurer's Report dated January 31, 2002 subject to audit. Motion carried.

EXPENDITURE REPORT - February 13, 2002 - A motion by Rochat second by Graybill to approve the expenditure report dated February 13, 2002 in the amount of $40,972,11. Checks #3221, #3240, and 3244 will only be paid after review of Jay Brandt. Motion carried.

SUBDIVISION/ENGINEERING FEES & PLAN STATUS REPORTS - Reviewed - Everything up to date.

PLANNING COMMISSION MINUTES - JANUARY 28, 2002 - No meeting

PUBLIC COMMENTS:

Boy Scout Troop 65 from Hershey was in attendance. They are working on their Communication Merit Badge. One of the requirements for this badge is to attend a Township meeting.

Sgt. Wade from the Pa. State Police was in attendance and gave a report on the calls within our Township during the last month.

ACT 537 - STATUS REPORT - DTMA - Kim Bloom, DTMA, reported that Derry Township Board floated a Bond Issue on Feb 11, 2002. It was a ten million dollar issue and that some of the money will be for Conewago Township at a rate of 4.92%. Buchart-Horn is working on the design of the pumping stations. They will need to submit part 2 of the permit to DEP (for the location and specifications of the pump stations) probably in April 2002. A inter-municipal agreement. is being worked on which also needs to be submitted to DEP. Also Resolutions for the connections of the 150' rule will need to be completed.

Dauphin County has Community Development Block grant funds that may be available to residents who qualify within the township for financial help with connection fees. DTMA will mail guidelines to our 200 residents by end of February or beginning of March. The residents will fill out the report and mail back to DTMA. DTMA will compile these reports and submitted them to Dauphin County for review to see whether or not they will qualify on an individual basis depending on their income.

ACT 537 - PENNVEST - January, 2002 the Board directed the Township Engineer to stop work on the Pennvest Act 537 update. (well testing) The Township Engineer is talking with Paul Curry, DEP, to get this activity approved by DEP. Still has not received a letter from DEP indicating that everything is approved in case we decide we want to finish this project in order for the township to get reimbursement.

LOWER DAUPHIN AREA REGIONAL PLANNING GROUP - The group is going to take a bus tour of the Lower Dauphin Area within the next week. The next meeting will be February 27, 2002.

AVERY KANODE - The Solicitor has heard nothing from Mr. Kanode. Mr. Kanode informed Jay Brandt that he does NOT want a pipe. Kanode came up with another solution. Putting in drain boxes. Kanode will do the work if the Township furnishes the stone. Brandt will meet with Kanode again.

NEWSLETTER - The Township Engineer is working on this. Nothing final at this time.

DAUPHIN COUNT RECYCLING - KELLY WOLF - Dauphin County is starting a drop off recycling collection program. They will have 8 different locations in the County. Conewago Township is the site for the lower portion of the County at no cost to the Township. We will have 6 different containers, plastic bottles, junk mail and magazines, bottles, glass, mixed colored glass, & newspapers. The County will pick the collections up on a weekly basis, Most likely this program will get started in early summer. The Board was receptive to this project.

CONEWAGO WATERSHED MEETING - Jay Book reported on this meeting. A group of 35 interested volunteers met for the purpose of forming the Conewago Creek Watershed to discuss keeping the streams clean. Anyone is invited to attend these meetings. A motion by Rochat second by Brandt to appoint Jay Book to represent Conewago Township. Motion carried.

DONATION - AMERICAN RED CROSS - A motion by Brandt second by Rochat to donate $500.00 to the American Red Cross. Motion carried.

OLDS MANAGEMENT PROGRAM - 2001 YEAR END REPORT - The Township Engineer firm is helping to pull this info from the GIS computer. Hopefully, this will be pulled by next meeting.

KOSER ROAD BRIDGE - Jay Brandt reported that he received 3 proposals for the bridge from Mount Joy Township.

A motion by Graybill second by Rochat to adjourn at 9:00 P. M. Motion carried.
